The King of the Pirates, Gol D. Roger, is one of the most important figures in the world of One Piece. He was the man who stood at the top of his era, both in terms of strength and infamy. Roger was the only person who managed to complete the circumnavigation of the entire world and reach the final island in the Grand Line, Laugh Tale. His actions made him incredibly infamous all over the world and earned him a bounty of 5,564,800,000 berries to date. Roger’s bounty is the highest that any character has held in One Piece. However, in the Final Saga, quite a few powerful individuals possess the potential to not only rival this bounty but also surpass it as the story continues.

Monkey D. Luffy

• Current Bounty: 3 Billion Berries

Monkey D. Luffy is the protagonist of One Piece and the man who is destined to become the future Pirate King. Given that Luffy is going to accomplish the same feat as Roger, it goes without saying that he will gain a similar bounty. Luffy will go on to surpass the 5 billion bounty mark soon enough, and he will also go beyond Roger in terms of bounty because he is going to clash directly with the World Government, something that Roger never did.

In that sense, Luffy is going to play a far more significant role than the former Pirate King and earn a much higher bounty. His chances of surpassing Roger are the highest of all characters in the story.

Blackbeard

Blackbeard is the captain of the Blackbeard Pirates and stands as one of the Four Emperors of the Sea in the New World. Over the years, he has acquired a very powerful pirate crew, and his rise in terms of strength and infamy is unprecedented. In just two years, Blackbeard has acquired one of the strongest crews in the whole world and received a bounty of 3.996 billion berries, which is truly shocking. What’s more, Blackbeard is still not at his full power and continues to evolve even further, being on the hunt for powerful Devil Fruits and Ancient Weapons. As the Final Saga of One Piece continues, Blackbeard will grow in terms of overall importance and do acts of infamy that will make his bounty shoot even higher.

It is the fact that Blackbeard is, in fact, the direct descendant of Davy Jones. Shanks is one of the most special figures in the world of One Piece, given that he walks a very fine line between a celestial dragon and a regular human. He is known to be a prodigy and was trained by Gol D. Roger directly when he was a kid. Since then, Shanks has gone on to establish himself as a powerful force on the seas, even becoming a Yonko of the Sea. Shanks possesses strength that can hardly be rivaled by any. In fact, he even managed to defeat the Nidhoggr of the One Piece world, something that even King Harald, who, at the time, was far stronger than Rocks D. Xebec, failed to do.

In terms of strength, Shanks has already managed to rival Roger and might have even pulled ahead of him in the Final Saga. He has claimed that he is openly gunning for the One Piece, and if he goes on to reach the Final Island, his bounty is going to be over 5 billion berries and might even go on to surpass that of Roger. Right now, Buggy is easily one of the most intriguing characters in the story, especially as he continues to fail upwards. More than that, Buggy is also aiming for the One Piece at this point, and that essentially means that he has a fair shot at obtaining this treasure.

It must be remembered that Buggy and Shanks made a promise to reach Laugh Tale and claim the One Piece together, and that is something that Oda must deliver upon as the story continues. If Buggy goes on to reach Laugh Tale and claim the One Piece, he is going to get a bounty of over 5 billion berries for sure. Buggy’s entire gag is to fail upwards, and he might even be recognized as the Pirate King or a God despite not being one. It’s the end of the story that will make him one of the most infamous people on the seas.

Nerona Imu

Nerona Imu is the King of the World and quite easily the strongest character in the entirety of One Piece in the Final Saga. Under normal circumstances, Imu would not have a bounty on his head because he is simply the head of the World Government, which controls the Marines, but the establishment of the Cross Guild has flipped the script completely.

The Cross Guild are issuing bounties for Marines whom they want to completely eliminate. It isn’t preposterous to see them put bounties on targets from the World Government as well, given that they are openly in rebellion against them. If Imu’s identity becomes known to the whole world, which will likely happen sooner rather than later, then the Cross Guild will most likely issue a bounty on his head as well. If Imu does get a bounty, it will most certainly be higher than 5 billion berries and could even be closer to a figure like 10 billion, given that he’s the King of the entire world and someone that the whole world would want the head off.

Shamrock Figarland

Shamrock Figaland is one of the most important members of the World Government, and he stands tall as one of the Holy Knights. Shamrock is said to be equally as skilled as Shanks, and he also has the Depths Covenant with Imu, which gives him immortality, infinite regeneration, and superhuman strength. He also has a special sword with the power of the Cerberus Devil Fruit that he utilized in the Elbaf Arc.

Quite clearly, Shamrock is every bit as dangerous as Shanks, and on top of that, he is a celestial dragon, which makes him a coveted target for individuals from all over the world. Shamrock could very well receive a bounty from the Cross Guild, and given that the bounty of Akainu is 5 billion berries, Shamrock could get a reward even higher that could put him closer to 6 billion.

Five Elders

The Five Elders are the ruling authority of the world and are known to be the highest power within the World Government for the common person. Given that the Cross Guild is at war with the World Government, it wouldn’t be a surprise to know that they have issued bounties for the Five Elders as well.

Since they are the ruling authority of the world, their bounties are sure to be incredibly high. It wouldn’t be a surprise to see their bounties be greater than 6 billion berries in the Final Saga.
