8 Strongest One Piece Characters Without Devil Fruit Powers, Ranked

In the final saga of One Piece, Eiichiro Oda has done incredibly well to highlight the strongest characters in his story. The vast majority of them utilize Devil Fruits, but with other abilities such as Haki being heavily relied upon in this saga, it allows for powerful characters without Devil Fruit to assert their dominance as well. In fact, some of the strongest characters in the entirety of One Piece don’t possess a Devil Fruit, and among those who are present in the Final Saga, quite a few have attained the title of ‘The Strongest’ as well.

Sanji

• Abilities: Lineage Factor, Haki

Sanji is one of the Straw Hat Pirates’ strongest warriors and certainly an incredibly strong fighter who does not have any Devil Fruit power. In the final saga, Sanji has acquired a great reputation, such that even the Admirals are wary of him. He has access to two types of Haki, those being the Color of Observation and the Color of Armament.

On top of that, he also has access to the Lineage Factor modifications made by Germa, which give him a strong exoskeleton, increased muscle mass, and a boost to all other physical capabilities. All his powers combined, Sanji is a tremendously strong monster who can hold his own against the elites of the One Piece world, with an even higher ceiling to reach.

Roronoa Zoro

• Abilities: Haki, Swordsmanship

Roronoa Zoro is a pure swordsman who relies on nothing other than his sword skills as well as his Haki in battle. His sword skills have already made him a master swordsman, and Zoro is currently in the process of refining his Haki and taking it to the absolute maximum level. Zoro is a user of all three types of Haki, but his control over them isn’t the best. Still, thanks to Enma, he can bring out all these Haki types incredibly well.

In the Wano Arc, Zoro was able to use Enma to bring out his latent Advanced Armament and Conqueror’s Haki. With these powers, he was able to defeat King. In Elbaph, Zoro is trying his utmost best to grasp control over these Haki types, taking his overall power to the very next level. Given that he intends to defeat Dracule Mihawk, he has to get much stronger and improve his Haki tremendously as he continues his journey with the Straw Hat Pirates.

Ben Beckman

• Abilities: Haki, Gunmanship

Ben Beckman is the Vice Captain of the Red Hair Pirates, and as is the theme of the crew, he does not possess any Devil Fruit ability. Ben Beckman sports a rifle that he seemingly utilizes in battle, but his biggest strength is Haki. In the One Piece 4 Billion Volume, Oda has stated clearly that Beckman’s Haki is even stronger than that of the Admirals. Fans have not seen a proper glimpse of it yet, but it goes without saying that he is a tremendously capable pirate.

According to Brannew, all the Commanders of the Red Hair Pirates possess high average bounties and incredible strength, such that the crew itself seems to have no weaknesses. This means Ben Beckman is a monster in his own right and someone who can hold his own against the elites of the world.

Scopper Gaban

• Abilities: Axemanship, Haki

Scopper Gaban is the Left Arm of the late Pirate King and a tremendously powerful pirate renowned all over the world as the Mountain Eater. Gaban wields dual axes in battle and he coats them at an incredibly high level of Conqueror’s Haki. He is also a user of Advanced Armament as well as Advanced Observation Haki, making him one of the masters of this power in the entire series.

Gaban is a force to be reckoned with, and his strength is such that hardly anyone can rival him in battle. It is said that he was on the same level as the likes of Gol D. Roger in the past and an equal to the likes of Silvers Rayleigh, although Gaban seems to be stronger than him.

Silvers Rayleigh

• Abilities: Swordsmanship, Haki

Rayleigh is a master of Haki who was first introduced to the fans in the Sabaody Archipelago Arc of One Piece. He is the equal of Scopper Gaban and a tremendously powerful pirate in his own right, famed all over the world as the Dark King.

Rayleigh is a master of Haki, and his grasp of the skill is so good that he could even teach it to Luffy in a very short period of time. He can utilize all three types of Haki, with advancements in the Color of Arms as well as the Color of the Supreme King. Despite not having a Devil Fruit, he was able to establish a presence similar to that of the Yonko of the One Piece world. In fact, Rayleigh is so strong that, despite his old age, he was able to scare Blackbeard from Amazon Lily. That certainly says a lot about the level of power he possesses.

Dracule Mihawk

Dracule Mihawk is a tremendously powerful pirate who reigns supreme as the strongest swordsman in the entire world. Mihawk has no Devil Fruit ability, and all he relies on in battle is his immense Haki and sword skills, just like Zoro. While Mihawk’s Haki powers have not been revealed yet, the fact that he holds the title of the strongest swordsman alone makes him a Yonko-level enemy and one of the strongest in the Final Saga of the story.

Monkey D. Garp

Despite being old, Monkey D. Garp is a force to be reckoned with and certainly one of the strongest characters in the final saga of the story. Garp is a pure brawler and only relies on high-level Haki in combat. He is a user of advanced Haki of two types, those being the Color of Arms and the Color of the Supreme King.

In Egghead, Oda gave fans a glimpse of what Garp could do with his Haki, and in Elbaf, during the God Valley flashback, his strength during his younger days was depicted as well. Needless to say, Garp is an absolute monster who can only be rivaled by a select few individuals in the world of One Piece.

Shanks

• Abilities: Swordsmanship, Haki

Shanks is a tremendously powerful pirate who stands tall as one of the Four Emperors of the Sea right now. He does not have any Devil Fruit power, and all he utilizes in battle is his incredible Haki. When it comes to Haki, Shanks is the strongest in the current era among the pirates. In fact, his Haki is so strong that it was directly compared to even Joy Boy’s from 800 years ago, whose powers struck fear even in Imu.

Shanks’ Haki spans over all three types, and he has advanced it in all the areas. He can see the future with his Haki, deal damage without touching his opponent, and of course, coat his blade in powerful Supreme King Haki. More than that, Shanks can concentrate his Haki in his blade in such a way that he delivers powerful hammer-like blows with it that crush the enemy, as was clearly evident when he fought Eustass Kid. Among all the non-Devil Fruit users in the world of One Piece at the moment, Shanks clearly stands at the very top.
