When you first arrive on your island in Anno 117: Pax Romana, you will be faced with a great expanse of land covered in trees, rivers, mountains, coastline, and sometimes marshland. All of this land is there to provide space and resources for your expanding city, and any resources you cannot find from the land should be imported from nearby rivals.
A good early layout starts with narrow streets surrounding a central plaza. Even though you may not have a lot to put in that central plaza to start with, it is essential to leave room for what is to come.
This makes room for larger utilities and entertainment for the residents, many of which buff their Happiness and other stats. Placing production buildings with a negative area of effect will be very harmful to your city in the long run.
Once you build homes, the respective residents will arrive, along with the services, items and foods they require and help produce. Build anything that offers positive effects, such as Happiness and Money, near the residents, and services that have a negative impact on their quality of life away from the residential areas.
Your early layout should look like a large square created with narrow streets lined with houses. The area by the shore will be for fisheries, while farms should be placed on the outskirts. It is important to keep resources like coal and pig farms away from the city.
Check every new type of building before placing it down to see what effects it has on nearby residents.
Once your residents have everything they desire nearby, and their Happiness stats are high, you can upgrade them to the next resident type. This provides more resource types and more production and service buildings.
