I'd venture a guess that, if you are still playing Starfield regularly on PC now, you are VERY likely playing Melius or Gate to Stars collections. BOTH of which require SFSE. Which means steam is NOT counting you as playing. Which then means steam is probably not counting the majority of PC players still playing the game.
The Deimog creation gets 100k plays a day. And that's not everyone either
Note: the Starborn gravis suit is getting ~90k plays a day. I figure that is the most popular mod because it is free and from Bethesda.

Regarding the Player Numbers of Starfield:
There are two other games where the Script Extender is very popular and which are available on Game Pass: Fallout 4 and Skyrim. Let's take a look at these numbers:
Skyrim 24h Peak: 21,582 (14 years old)
Fallout 4 24h Peak: 14,276 (10 years old)
Starfield 24h Peak: 4,032 (3 years old)
I think the distribution across Game Pass and consoles is very similar for all three games, so it's easy to conclude that Skyrim has five times as many players as Starfield and Fallout 4 has three times as many players.
I'm not a hater and I love Starfield, but I think it's probably fair to say that Starfield is SIGNIFICANTLY less popular than these two games. In conclusion, I'd venture to say that Bethesda probably had something completely different in mind. Yes, there is a very loyal fanbase, but it's significantly smaller than that of other BGS games.
And it's probably quite clear that this is the reason why Starfield isn't receiving the support from Bethesda that was originally intended. Why would they put so much effort into supporting their least successful game of the last 15 years when it comes to longlivity?

There are always some people who will say that about anything. Metaphor was a Game of the Year nominee, it is generally acknowledged as a great game.
I played Starfield last night. Just went through the unity for the 36th time. I play almost every day, & I bought the game when it came out. I don't use steam so me playing never gets counted.
Bought Starfield on Steam but only ever play it on Xbox for whatever reason.
I don’t understand why everyone is so hyper focused on Starfield player counts? The game is 2 years old already going on 3
I wish avvowed gets a DLC. It was a fun game
