Keldeo is a Generation V Mythical Pokemon, and a member of the Swords of Justice. The Tales of Transformation research lets you spend 50 Keldeo Candy to change to the Resolute Form, along with learning the Charged Attack Secret Sword.
Secret Sword PvE impact
Secret Sword is a Fighting Charged Move with 120 base power in gyms and raids, matching the typical high-end premium Fighting moves in raw power, hence establishing Keldeo’s best PvE moveset : Low Kick and Secret Sword. Using our Go Hub DPS Comparer Tool:

As it is clearly evident, Secret Sword takes Keldeo right in the upper echelons of Fighting raid attackers, just below the ever present Mega Lucario. Yes, its Mythical status does hamper its accessibility when compared to other Pokémon, but with its shiny releasing through the Masterwork Research, this Colt Pokémon becomes an excellent candidate for future Hyper Training scenarios.
On the Water side, Keldeo’s performance is much more modest because its best Water Charged Move options and Fast Move pairing are not on par with top-tier Water specialists like Primal Kyogre, or Mega/Shadow Swampert.
Hitmonlee, Hitmonchan, and Hitmontop all see niche or outdated PvE usage; none break into modern top Fighting DPS charts. With Final Justice event offering boosted wild shiny rates, their biggest value during the event is shiny hunting and candy stockpiling rather than powering them up as endgame Fighting attackers.
Hisuian Sneasel itself is more PvP-oriented, evolving into Sneasler, with a focus on FightingPoison utility. Its PvE performance as a raid attacker is modest because of limited moveset synergy and competition from stronger Fighting or Poison specialists. Crabrawler evolves into Crabominable, a FightingIce type whose stats and moves leave it outclassed by standard Ice staples like Mamoswine and Weavile and Fighting staples like Lucario and Conkeldurr.
Machop, Timburr, Pancham (One-Star Raids)
Machamp and Conkeldurr remain very relevant Fighting attackers. While their shadow forms are definitely upgrades, they are also more expensive than their non-shadow counterparts. Players who are newer on the scene or are looking for effective budget options, Machamp and Conkeldurr are perfect. They still post good Fighting DPS and are easier to build.
Pangoro (from Pancham), just like Sneasler, is more PvP focused. In PvE it lags behind because its stats and moveset do not push it near the top as either a Dark or Fighting specialist.
Three-Star Raids and Field Research Finds
Throh, Sawk, and Galarian Farfetch’d aren’t the strongest for raids—Throh and Sawk generally serve more as Pokédex fillers. This is especially true for Throh and Sawk who are usually regional Pokémon. Sirfetch’d (what Galarian Farfetch’d evolves into) is a little better, with decent Fighting moves, but still falls a bit short compared to top-tier fighters.
Hisuian Lilligant is a cool twist with its GrassFighting typing but doesn’t bring much firepower to raids. It’s fun for the novelty but doesn’t hold a candle to other Fighting or Grass attackers in raid damage.
Five-Star Raids
The Swords of Justice are the Tier 5 raid bosses for the event. Out of the three, its only Terrakion that stands out as a PvE relevant raid boss. With its Rock and Fighting moveset, Terrakion double ups as a powerful raid attacker in both typing scenarios. Definitely a great addition to your raid teams!
As for the other two, Cobalion and Virizion, both of them are PvP oriented and do not provide any value when it comes to PvE.
Conclusion
The big takeaway? If you want a new powerful Fighting attacker, Keldeo with Secret Sword is the highlight here—definitely invest in it if you can. Terrakion is your go-to legendary raid boss while Machop and Timburr are your friendly budget options. The rest? Solid for shiny hunters and collectors but not really raid go-to Pokémon. So focus your resources on Keldeo for the heavy lifting, and catch the others for fun and Pokédex completion.
