Seems like omen has been practicing in Aimlab.
For those who don't understand: Omen was a part of a program called "Shrouded step" where the directive was to kill a target you got assigned to kill. (I believe ISO was also a part of this program, as we saw in his reveal trailer that he had omen as a target but decided not to kill him, hence why he said "I quit" at the start of this cinematic.) Also, in this cinematic it got revealed that omen had viper as a target to kill, but failed and viper poisoned him and then started experimenting on him, this is how omen went from a person, to who he is now. Omen had no memory if the fact that viper made him into who he is, before this cinematic, but now he got flashbacks and now he knows that viper is the leading cause to his appearance and voice. This is also why he said "I will deliver it…Personally" because he now wants his revenge on viper.
